Entra Consulting sponsors the Environment, Energy and Natural Resources (EENR) Center and the Center for U.S. and Mexican Law at the University of Houston Law Center.

The EENR Center links energy issues with their impacts on environmental and natural resources. Building on the academic excellence of the faculty in these areas, along with the complex and multifaceted energy and environmental issues in Houston, the Center for U.S. and Mexican Law provides a forum for education and discussion of the most important issues of the day, such as climate change, air pollution, clean coal, and renewable energy. The Center for U.S. and Mexican Law is the first research center in any U.S. law school to be devoted to the independent, critical study of Mexican law and the legal aspects of U.S.-Mexico relations. Based at the University of Houston Law Center, the Center for U.S. and Mexican Law capitalizes on Houston’s position as a gateway between the U.S. and Mexico.

Ricardo Colménter, one of Entra Consulting’s founders and the company’s current director, is an affiliate scholar for international energy programs at the EENR Center and at the Center for U.S. and Mexican Law, and has taught as an adjunct professor with the University of Houston’s Intellectual Property and Information Law Institute, leading programs for advanced training courses for national oil companies’ legal departments. These companies have included Mexico’s Pemex, Ecuador’s Petroecuador, Colombia’s Ecopetrol, and Brazil’s Petrobras. He has also worked with Mexico’s oil and gas regulator, Comisión Nacional de Hidrocarburos (CNH), and with Ecuador’s Secretaría de Hidrocarburos. In addition, he has written numerous books and articles regarding international oil transactions, technology transfers in the oil industry, and the international oil and gas business.
